Tachi x399 BIOS 3.30 Update Problem !

Bios version 3.30 is a cluster #$@#$!.  

I went from 2.0 > 2.30 > 3.30 and rendered my system unusable - No UEFI and OS.  I had to flash the Bios to 2.0 to get any stability.  

Now the system boots directly into OS without displaying the option for UEFI (Press F2).  What setting(s) control this behavior?  

Fast Boot - disabled. 
Setup Prompt Timeout - 10 sec
Full Screen Logo - disabled

I have to start hitting F2 in the text mode Bios screen to get into UEFI.  
Taichi x399(P2.00), TR 1900X, Enermax liq 240, G.Skill 16GB F4-3200C16Q-16GRK, EVGA GTX 1050Ti, 1xSamsung 960 EVO 250GB, 2x2TB SATA HDD, 1x500GB SATA HDD, 1xDVDRW, Corsair TX850M, CoolerMaster HAF932

Same problem with x399 Fatal1ty Gaming and TR 2950X. 
UEFI verision 3.30 and 3.20 expose similar behavior.
V/Card SAPPHIRE RADEON RX 580. Monitor a bit old, ACER AL2017 (no full HD support), connected via DVI.
