I have the same board, and have experienced the same thing. Sounds like memory to me. My board hung on either 38 or 99 if my flawed memory serves. I reset system CMOS, and rebooted and it worked fine. It seemed to be memory timing issues when I was playing around with them.

I also had problems with memory stick being poorly seated in those confounded memory slots with the single handle. Two things to check:

1. If you have any other RAM on hand (another PC maybe?) try 1 stick from that, 16gb modules can be very hit and miss with first gen Ryzen.

2. Disconnect the optical drive (CD ROM). These often cause boot issues for some reason. Sounds like the RAM training issue. What is the last debug code befor the mobo reboots?

Hardware: Phantek Enthoo Pro case, ASRock x370 Taichi mobo, AMD 1800x proccy, Samsung 1TB nvme drive, Samsung 500GB SSD, WD Blue 500GB SSD, Seasonic Focus+ Paltinum PSU 750W, Gigabyte GTX1060 GPU, 4-16GB sticks of Patriot Viper DDR4 PC4-19200 2400Mhz, Corsair H115i RGB Platinum, Asus CD Rom drive.

Upon start-up, everything runs for 30 seconds and then shuts down. I thought it may have been the Corsair H115i but after disconnecting it the computer reacts exactly the same. On start up, the onboard digital readout error code for the x370 Taichi board goes through a cycle of numbers and then goes on repeating those numbers right up to shut down. No video so I'll try to test with another video card on hand at leats for the video but I think it's probably soimething else. I haven't even been able to see the BIOS yet.

All the components are new except the CPU and GPU. I can test the CPU but not the CPU. The CPU and GPU were both purchased from Ebay used.
