According to your question, we provide some suggestions for verifying:

1. Please enter the BIOS setup and load BIOS default setting via [F9] key to verify.

2. Please re-install the drivers from below link to verify.

3. Please install bare bone devices; CPU, one stick memory, graphics card and system disk to check if system can work stably.

Weird symptom.
When turn off the computer in Win10 button, the fans continue to run.
Only must make a forced shutdown on the board.
