ASRock Extreme4/3.1

I'm using some 3 pin fans on a Corsair H110 radiator.

the CPU fan #1 seems to get a full voltage and the speed the motherboard reports is 1200 RPM ( which is what the fan was rated for ).

however, CPU fan 2 seems to run at 980 RPM. I tried it in Chassis Fan #3 and got the same results.

if I switch the fans I get the same results, so CPU Fan #2 voltage output is low, Chassis Fan #3 output voltage is low.

I tried changing BIOS fan settings to 100% but that didn't do anything.

any ideas why my second fan won't run at 1200 RPM ?
( it does if connected to CPU fan #1 ) ?
