I have a Corsair 300mm Premium PCIe extender with a z390 Taichi Ultimate and it doesnt work in primary slot. Is there a bios setting or something?

Heres whats what:
PCIe extender works on all slots but primary.
Video card works in primary slot directly.
Sound, tuner and net cards (tested) work with in all other slots w/ extender.
Video card powers up and spins fan for 1s.
Occupational monitor slip on for 1 ms in 15 trys.
PCIe extender works in a non-igp slightly older system.
Basicly nothing works in primary x16 slot with extender.
