Ok I spent forever on this and I could not get it to work, even after resetting CMOS and updating the BIOS (which only works on old BIOS with F6 on boot up). Turns out there's some incompatibility with my Emilex 10GbE PCIe network adapter. some video cards won't enter/show BIOS screen(s) when using DP port. I've seen this too.

ASRock Fatality B450 ITX/AC on 1.70 bios. Black screen when attempting to enter the BIOS, but windows would still boot.

Regarding your case, please download ASRock Restart to UEFI tool and check if the system can boot into UEFI/BIOS or not.

My B450M PRO4 board cannot enter the BIOS setting screen when PC starts up. No reaction
But there is no problem for normal use under win10.
I just cannot change BIOS settings etc. Is there a solution?
