I have seen this with some cases that use anodized/painted standoffs.
The same applies to the power supply itself, if it isn't grounded to the case
it may cause interference. Now that I am thinking about it, maybe also check to
make sure your actual power outlet is properly grounded and that your power cable
is grounding correctly too.

I have built more than a few audio workstations over the years, in almost every
instance I had interference issues it turned out to be either a bad ground or
a noisy (electrically) PSU.

It shouldn't be caused by the board itself as it has an isolated portion of the PCB
dedicated to audio explicitly to prevent noise/sound contamination. If it is
happening with the built in audio then it's highly unlikely to be the USB ports
as the sound portion of the board is physically isolated and shielded from the
rest of the board.

The noise intensifies when the processor is under load?”for instance, when a program is launched or the mouse is moved.
I have tried several different ATX power supplies, but the noise persists.
I also tested two separate sound cards as an alternative to the motherboard's integrated audio output; it appears the interference is being transmitted via USB.
This situation is particularly frustrating, as I use this PC for music production.
Is the motherboard defective? Or is this a design flaw?
