If you are using
CPUZ then you need to check under the "memory" tab for the current "in use" timings.
If your Windows listed timings are correct then it could be a case of your system
tried to apply the custom timings, failed then silently reverted to stock timings
to continue POST. You can test this by applying looser (higher) timings in the BIOS
and seeing if those apply. The system should have no issue training on looser timings
than default so this will tell you if the settings applied in the BIOS are actually
active in OS.

As for RGB/ARGB, the only settings I am aware of are under "Tools" -> "RGB LED"
in your BIOS, have you tried setting "RGB LED Mode" to off?

When set up a value on AMD Overclocking tab and rebooting i noticed that in Windows there is nothing changed and system loads the last EXPO profile settings, but however BIOS shows the last entered timing value. What can be the cause of this confusion?
Also with using RAM ARGB, it works well with Asrock MB ARGB utility, but there is necessary to launch this utility every time when i want to shut the LED down. I do not find some options in BIOS; it woud be fine to able set the DDR LED state off under BIOS
