Yes, this is normal. The debug display shows a code for every step of the POST (Power On Self Test) process. If there is a problem the code for the particular test that failed will remain "frozen" on the display. Checking what the code is for helps diagnose the issue. I just recently got a Taichi Ultimate x470 and I would like to know if it's normal for the board to flash a bunch of codes for the first 10 seconds after pressing the power button? It has no problem posting. Within 10 seconds it shows C0, 51, 54, 7A 36, 07, 62, 99, 98, 9C, 02 super quickly. There's probably more but that's all I can recognize. Anyway is this normal?
