Is fast startup on windows shutdown disabled?

Fresh install, updated drivers, updated windows updates (also occasionally, the windows shut down menu does not have the sleep option). I've tried practically everything.

For the time being, I simply went back to the 1800x and the issue stopped happening. Out of curiosity, is this a fresh OS install? I remember having similar issues
(not being able to shut down) after installing my 1600x without doing a fresh
install. I just swapped in my OS drive from my previous system. Only once I did a
fresh install did the issue go away.

Probably won't help the power on issue but worth checking out. You can try a
linux live installation off a flash drive and see if that lets you shut down,

Tried that as well, even put the 1800x back in and the behavior stopped (on BIOS 5.6). one last thing

try unplugging the actual power button from case to board pins (you can start pc by jumping pins with a screwdriver)

just to remove a faulty switch from the equation

if the system dosnt behave like yours i can post screenshots of bios so you can check off yours to see what the issue is
