I'm having problems with my ethernet connections from my computer to a dual-band Netgear repeater.

Upload speeds are consistently less than 1 Mbps (0.1-0.2 for hardwired and 0.6 for a USB WiFi adapter.

Two htc smartphones get 10-15 Mbps upload speeds each via WiFi and a Microsoft Surface laptop directly connected also got more than 10 Mbps, so the problem is obviously with my computer.

Download speeds are also degraded, but not to the same extent and I figure that what solves the upload problem will also solve the download problem.

Where should I direct my efforts at debugging this problem?
