However, this doesn't exist in my BIOS (neither 5.3 nor 5.8) Only options are "Monitor MB or Monitor CPU"

Any help/suggestions would be appreciated.

It speeds up for a couple seconds, then slows down, then speeds up again. Seems it wants a constant temperature of around 40 degrees.
However, when the F-Stream utility is run, everything goes quiet.
It's annoying that I need the utility running for the fan profiles to work.
What should I do?
I have run the BIOS built-in fan tuner, and have all fan profiles set to "Silent"
The water cooler is running at FULL, monitor CPU.

I am running BIOS 5.3, although I did update to 5.8, then rolled back to 5.3, thinking maybe that update was the problem. The problem persists on 5.3 though.
