Disconnect your drives and connect only the keyboard, see if that lets you into
the BIOS. If not, pull the CMOS battery, disconnect the system from the wall and
press the power button for 5 seconds to fully discharge the capacitors on the board.
Leave it like that for an hour then put the battery back in, reconnect the power

So, i upgraded my system yesterday to
B450 Pro4 (bios p3.60)
AMD Ryzen 5 2600
Corsair Vengeance lpx 2x8 ddr4 3200mhz
650W power supply
-
existing Radeaon rx 470

got everything up and running last night. installed o/c program and did mild boost, downloaded amd software required before looking into any bios updates (no updates attempted to bios).
all appeared fine but now when i boot up i am stuck in the asrock splash screen.
The keyboard is not active and cant get into bios.

trouble shooting steps performed:
pulled/checked all connectors
reset bios once removing battery
reset bios once with a jumper
tried a different keyboard in different usb port on MB.
removed 1 RAM stick.

Everything appears to be powering up fine

nothing seems to get me moving.
