Hi! I recently built a computer and after putting everything together, all the LEDs light up and all the fans properly spin. The problem is that the computer consistently restarts, it boots up for about 5-10 seconds, turns off, then starts up again and repeats. It never even posts to the monitor.

My specs/parts are as follows

CPU: AMD Ryzen 5 3600
Motherboard: Asrock x370 killer SLI/ac
GPU: Msi GeForce GTX 1660 super
RAM: Corsair vengance RGB pro 3200MHz (2x8gb)
PSU: EVGA supernova 650 watt G5 80 plus gold
Case: Corsair carbide series spec-06
SSD: Samsung 970 Evo plus 250gb m.2
HHD: Hard drive from old computer, works perfectly fine

I've reseated everything, cables, ram, CPU, graphics card, motherboard, literally anything and everything. I've tried a different PSU, and GPU, I'd try other ram but I don't have any on hand. Nothing has happened to any of the parts that would make me worried that anything was bad or broke, but you know sometimes you just get a lemon...I'm not sure but I'm thinking maybe the ram is too fast for the motherboard, or maybe even the motherboard itself is just bad.

If anyone is able to help me with this I'd be so thankful.
