pulling everything out and then reseating ALL the connections resolved this

I built a small ITX+ build with the below items.  I have everything hooked up, but when I go to power everything on, the Power Led just blinks once then everything shuts down.   No beeps from the speaker or anything.  Everything is seated and tight.

Bad motherboard?
