Yes, That's what I thought too. After removal of the paste, I discovered that the old CPU was an 15-7400, thus both CPU's are Kaby Lake.

I found [URL=http://forum.asrock.com/forum_posts.asp?TID=4420&title=100-series-motherboards-and-kaby-lake]100-series-motherboards-and-kaby-lake[/URL] post and realized that the not POST-ing is because my BIOS is not compatible.
I've now created a tech-support case for a new BIOS chip as I'm unable to flash the BIOS myself with the given CPU's.

I'll let you know once the new BIOS arrives.

You mentioned you had an i5 6400, you can use that to flash your BIOS which, if
it has not been updated since the board left the factory, is only P2.20. The
system will not POST or allow you into the BIOS without a CPU that is supported

Clear CMOS, pull the battery and disconnect power from the PSU for about 20 mins
or so.
What you are describing is usually RAM related. It could also be bent pins in the
CPU socket. Double check your socket and also make sure the RAM is seating all the
way into the slot. On occasion the RAM slots can be very snug and need a bit of
force. Make sure your board's BIOS supports the 7500, the version the board shipped
with is printed on a small white label on the BIOS chip.

If you can get your hands on a basic 4gb stick of RAM (2133 - 2666) that your
board is guaranteed to support that would help too.

My system is:
. Z170A-X1/3.1
. i5-7500 CPU
. 32 GB RAM (in A2/B2 slots)
. 512GB SSD
. Gforce 1050
. EVGA 500W GD PS

When powering on the fans come on for a couple of seconds then turn off for some seconds and then on again repeating the pattern. No video on either the 1050 or on the on-board DVI-D port. No beeping.

I first had another PS and replaced it.
Then I replaced i5-6400 for the i5-7500.
And the issue is still happening.

The 8pin is a 4+4. The HDD indicator light is not flashing during startup. Make sure the 8pin CPU power is connected and that it is the correct connector
(4+4 not 6+2). You can also observe your indicator LEDs (power and HDD). If
you are getting a flashing HDD LED then odds are, you have an issue with your display
