Regarding your case, because the DVI to VGA is digital signal transfer to analog signal, active adapter is required. Please check your adapter is active adapter or not.
In addition, please connect your main monitor to the GPU DVI port by DVI cable to verify.

Hey, I am trying to connect a second screen to my GPU (RX 580 2048SP) and for some reason, it's not working.
My GPU has 3 display ports, 1 HDMI, and 1 DVI.
My main screen has HDMI, VGA, and DVI so I'm using an HDMI cable from my GPU to my main monitor.
my second screen (the one I'm trying to add) has only VGA output so I'm using an adapter from my GPU's DVI to my second screen VGA. For some reason it's not working.
Specs:
Ryzen 5 3600
ASRock B450M - HDV R4.0
RX 580 2048SP
