Please implement ability select which PCIe GPU gets initialized first. We need this for VFIO and virtualization.

We need multiple GPU's for GPU passthrough to Windows VM's.

At current time with current missing feature we have to boot our system with a cheap GPU in PCIe x16 slot while expensive performance GPU to be passed through must sit in PCIEe x16 slot 2 (x8) or slot 3 (x4)
