The CPU is not really idle in BIOS/UEFI, it's under load. For what purpose, I am not sure, but on my Phenom II X6 the BIOS/UEFI temperature for the CPU is over 10C higher than what it is when I'm doing nothing in Windows. I am not sure about FX CPUs but my intel CPUs always read a little high in BIOS, usually 35 - 45c depending on the cooling I am using then when in windows the idle temps drop to what I would expect they should be.
