I have updated all firmware on the motherboard, updated amd chipset off amd website, fresh windows install, swapped the ram with a known good set, installed a different gpu, removed and reset cpu. unplugged and replugged in all power cables. Any ideas?

Thanks

Asrock B5550 Phantom Gaming ITX
5900x
EVGA 3080 xc3
Corsair Vengeance LPX 3600
Corsair 750 psu
