If you still have B550m motherboard, try putting 5600x in that to see if your CPU is not faulty.

Oh, and 300W PSU?

I have a new Asrock x570m Pro4, BIOS P3.30, AMD 5600X, 300 Watt TFX Power Supply, 1x 8GB Corsair CMW16GX4M2C3600C18 in slot 2, 1xSabrent 1TB M.2 NvME boot storage, 1x nVidia 1650 GTX card in PCIex16 slot1.

This is a rebuild in the same case of a previous B550m/AMD 3200G system which worked fine, but in new config above, there is no boot, fans do not start, no nothing. Appreciate steps to diagnose and/or recommendations to fix.
