A human can build up a few KV and if that can find a spot to unload on the board it's usual destroyed.

So before assembling a computer ground yourself frequently and if You here a spark then that's a few KV but in the nano amp range that moves from body to to grounding place. Grounding can on any grounded large device.

Wear best not a wool sweater prone to collect power and don't touch your head because if you touch it too much that is also a source of energy.

If you deal lot with computers buy a grounded arm band sure if You touch hardware this is absolute needed.

Remove all sata ssd's videokart usb connection, no ram in. Just the processor.
Remove the left side of the computer to monitor a led system if that's availabe. Boot up the computer and wait for example 20 second, thenpress the on switch again if the computer shuts immediatly down then the BIOS at least works, then You can add a videocard , boot up then at leastYou should see the bios, it wil beep cause of missing ram and bootmedia.
But if none of this is working, fried mainboard
