Did you get any response since I have exact same issue. I found on Internet that this board require unregistered memory. I recently purchased an ASRock Rack E3C236D2I board and built a machine with it. Upon initial bootup, I get a "Waiting for BMC Initializing..." message that I have to sit through for 30 seconds. After the countdown, the machine shuts down, but powers back on after a few seconds. A few moment later, it stops on a black screen that displays "Memory not installed" and "PEI--Intel Reference Code Execution..." and "55".

I do have the memory installed, though. I have two sticks of 16GB DDR4 2400 ECC Registered (32GB total). I've tried both installed and then one in each slot, but it always ends up at that message.
