Can you take a picture of the innards of your system? See page 7 in the manual. Do you have the ATX 12V Power Connector (ATX12V1) item #1 on page 8 connected? BTW, CPU Pins are all still okay, nothing bent or broken off. This is my first time building a PC, so everything is new to me.
After assembling everything I turn the power supply on and the CPU and DRAM lights start steadily flashing on and off over and over accompanied by a matching steady clicking noise. It's reminds me of a car turn signal. The 2 CPU fans work, but only 1/2 of the case fans spins, the other tries to spin but cannot.
Setup:
-MOBO: X570 Phantom Gaming 4S
-CPU: Ryzen 7 3700X
-CPU Cooler: Corsair iCUE H100i RGB PRO
-Mem: G.Skill Ripjaws V (2x16GB) DDR4-3600
-Storage: Team GX1 960GB 2.5" SSD
-GPU: MSI GeForce GTX 1650 SUPER
-Pwr: Enermax Revolution D.F. 750
