I have already installed amd_chipset_software_2.13.27.501 But still the same issues. Asrock tech have decided to stop helping also they answered one message and never answered my reply.

adrenalin is a graphics driver
you need to go to amd support
click 'chipset' select your boards chipset and download that driver

You need the latest drivers from AMD, the ones on your product page are seldom
updated. As far as I know, most manufacturers don't update these unless they have
a proprietary element to them.

No I am not certain but I went ahead and updated to Bios all the way to 5.10 the latest Bios that is suppose to fix USB issues. But when I plug in a portable Hard Drive still it connect and disconnects continuously.

my wife's pc is using this very motherboard
shes on bios version 3.9 and everything works perfectly
her cpu is the r5 1600 BUT IS THE LATER 'AF' (eg a 2600 with detuned boost)
my friends system is also on 3.9 using a 2600x also no usb issues

are you certain its bios related ?
e.g. have you downloaded and installed the latest chipset driver directly from AMD ,this little bugger has quite a vast effect on the usb/bt/wifi and in fact any of the pci connected devices, and usually cures most bugs/problems
