It is possible there is something corrupted in the GPU settings/driver. There is a free tool called DDU, Display Driver Uninstall, that attempts to completely remove a display driver so the system appears clean. Often that allows the proper driver package to be installed. It's best to be boot into safe mode for DDU to work properly.

I have a Radeon RX 570 GPU with the ASROCK B450M Pro4 and Ryzen 9 5900 CPU. I just added a new monitor the 27 inch LG 4k HDR. I've tried multiple times to install the AMD Radeon Software Adrenaline 2020 edition and it always fails.
