I went on to checking the other requirements and checking my settings... I was dumb founded to learn my server has a MBR partition instead of GPT. using MBR2GPT.exe in C:/Windows/System with the properties /convert /allowFullOS fixed the problem. You don't need to have Secure Boot enabled. Only the ability to use secure boot. MBR systems can not secure boot so it was causing the problem.]]>

This was a multi step process. This did not solve the issue, though it was left on when finished so it's possible this is required.<br /><br />What fixed the issue was changing "Security Device Support" to enabled. Reading something else, it said you needed to disable this between BIOS updates to turn TPM off. Following that logic, I enabled the security device support and TPM was immediately recognized in Windows and I now pass the Windows 11 upgrade test.]]>

I've tried updating/reinstalling Intel ME. But nothing seems to work. Would I have to reinstall windows with secure boot to get it work correctly?]]>
