Final update:

Took me awhile to get back to this. RMA'd the mobo and bought the same model again. Fired it up last night and had no issues getting past POST. I seem to be running into a software issue with openELEC now, but obviously that's a separate issue.

Unfortunately that was my same result. But like I said, this one has been pretty solid.
Good luck with tech support. They were excellent when I dealt with them.

Quick update. Tried cpu and memory from another computer (both compatible with the motherboard). Also tried updating bios to 3.40. Same result in every scenario. I emailed ASRock tech support. Thanks for the quick reply! I was just hoping it was a simple obvious fix. I'm going to check all the connections one more time when I get a chance. I've already checked the 20-pin and 4-pin power connectors multiple times, so I'm confident it's not that. Maybe the memory is not fully seated or the usb headers are connected improperly. Final update on this one...
I ended up calling ASROCK tech support.  The tech rep was very good.  We did a ton of troubleshooting.  Come to find out it was the actual board.  He suggested since it was only a week old, I contact the place I purchased it from and get it exchanged.  

Once I received the new one, I installed it and didn't update the BIOS and installed Windows directly from the USB as the instructions stated.  SUCCESS!  So it may have been the board, the BIOS update, bad cloudy day, I don't know.  

I still haven't updated the BIOS, for fear of losing the system, however to this day, my HTPC has been "ASROCK" solid!  :-)

Give tech support a call and troubleshoot with them.  Make sure you have time and are in front of the system.  There will be a number of steps for you to complete.

Any updates on this? I'm having the same issue trying to install openELEC via USB. Same MB/CPU/mem combination. I can get into BIOS fine (at least at first). Sometimes video disappears while I'm in there. If I try to boot from usb, video is lost immediately. Starting to wonder if it's mem incompatibility, although I'm not sure if that would result in this issue..? Would expect to not be able to POST in that case, but maybe not. I'm still on BIOS version the MB shipped with. Need to check what that is when I get home tonight. Might try instant flash to latest. I'll also try to dig up a different mem module to test with. Just curious if OP has had any luck since initial discussion since it's been several months. I'll update here if/when I figure out the problem. Thanks in advance for any help.

ok...Going to try to answer all of the asks...

first...correct.  It is a USB stick from Microsoft.  The instructions are very basic...
1.)Insert USB Into device
2.)Power on computer and config to boot from USB
3.)If prompted, enter product key
4.)Read and accept license terms

Kids haven't messed with this one.  Only been with me in this computer on my work desk.
Tried it on another computer i have.  It has all of the Windows stuff on it.  I didn't want to try installing it, so I didn't mess up that computer.  But it has all of the lovely Microsoft stuff on it, boot folders, setup etc.
 
I don't think it is the MSFT USB stick...  
I connected my blu-ray and put in the ASRock CD that comes with the motherboard.  I should be able to boot to this also.  

When I F11 and select the Blu-Ray drive
When I select AHCI P2: (hp  BD MLT UJ240), the screen will go black, and I will get a blinking cursor in the top left.

When I select UEFI: (hp  BD MLT UJ240), the screen just goes black. No cursor.

When I select USB: with the content description (KDI-MSFTWindows 10 PMAP) the screen will go black, and I'll get a blinking cursor in the top left

In the BIOS under the Boot tab for Boot Option Priorities, it says...
Boot Option 1: AHCI and my SSD
Boot Option 2: HP Blu-Ray
Boot Option 3: USB KDI-MSFTWindows 10 PMAP
Boot Option 4: UEFI KDI-MSFTWindows 10 PMAP
Boot Option 5: UEFI Built-in EFI Shell 

But I'm guessing this gets overridden when I select F11 and select where I want to boot to.

As far as SATA Mode...
Under the Advanced tab...All of the things listed there are...
SATA Controllers - Enabled
SATA Mode - AHCI Mode
AMD AHCI BIOS ROM - Disabled
SATA IDE Combined Mode - Enabled
HARD DISK S.M.A.R.T - Enabled

Then it list the SATA slots...
SATA3_1 - SSD
SATA3_3 - HP Blu-Ray

It lists more slots...I just omitted the ones that don't have anything connected.

I realize it can boot either way. My point there was it(the stick) wouldn't be confined to only a NON-UEFI installation.
