I also got the same motherboard asrock b560m pro4 and my issue on the onboard

Thank you for your email.

Please boot into BIOS by pressing [F2] or [Del], go to BIOS\Advanced\Chipset configuration, and set the "Turn on LED in S5" to "disable", then press F10 to save the setting.

After that, RGB will not be activated when your system is off.
