I have been diagnosing a thunderbolt issue for a few weeks and have narrowed it down to the aic not powering up at all. It worked great for 3 weeks, then stopped working at all for a week, then worked for 3 days, now there's nothing again. No software or hardware changes were made. It just has a mind of its own. I bought a new macbook and cable to test out my thunderbolt devices and I have confirmed they all work fine on the mac but there is either a problem with the motherboard or the tb3 aic.
