I get the idea that your PC is built by a manufacturer, like Dell or was sold by a chain store. No, a BIOS update won't change the limitation on your RAM. That is because you
are using a 32bit OS. If you want to utilize all your RAM you will need to install
windows 7 64bit.

I would not recommend upgrading to windows 10 on that system. Upgrade to
Windows 7 64bit, that will give you access to all your RAM and will likely be the
best fit for your system. Windows 10 will slow your system down to a crawl and

Specs for the board are at (https://www.asrock.com/mb/intel/g41m-vs3/). No you do not need to update bios if everything is working. As far as Windows is concerned, the board will support Win 64 bit. Again if all is well, leave it alone.
