Without your system information, board, CPU, OC level, general CPU UEFI/BIOS settings, Windows version, we'll just be playing a question and answers game for several posts.

AIDA64 has multiple screens that can show CPU information, which vary in content. We have no idea what you are using.

HWiNFO64 is just the best monitoring program IMO, nothing else comes close. It will show your CPU core speeds, multiplier settings, and things you may not have known that are available:

I have been having the same problem, I have been searching for answers all day today. I have the same problem with my Overclock not sticking when i leave the BIOS, no matter what different programs i try, it doesnt show an oc, AIDA64,CPU z or even the BIOS itself. Randomly the bios freezes up and wont respond. I tried two different versions of CPU-Z and it was still just reading 3.5GHz flat no variations. I will try that HWin.
So far though I overclocked to 4.5GHz core, 4.0GHz cache with 3000MHz DDR4. Vcore 1.3. Im happy with that for now. I ran prime95 for like 5 mins and hit 80degrees. Played Rise of the Tomb raider and GTA5 for few hours and never went over 60 degrees. I generally use CPUz as a quick test but in your case it sounds like you have some kind of issue with it. Uninstall it and grab the latest version and reinstall. When checking an OC in CPUz I find it helpful to run CPUz's new internal stress test (under "bench") to load the CPU then switch back to the CPU tab while it is running and check the frequency. As Parsec said, if power saving is enabled then the CPU will only run at it's full speed when there is sufficient load. Generally though you can still see if the overclock stuck (even without loading the CPU) by checking the "multiplier" on the CPU tab, it should mirror your OC setting.

Which is why I asked what you were using to check the CPU speed.

Depending upon what CPU power saving options you are using, and the Windows Power Plan selected, your CPU may not stay at its full speed all the time.

CPU-Z is fine, but one CPU frequency field is not enough when you are checking an OC for the first time or after a change.

I prefer HWiNFO64 as my standard monitoring program.

Ok so this is frustrating, but I think I've been overclocking this whole time, but nothing was reporting right. 
CPU-Z, HWMonitor all showed my CPU running at 3.5GHz. I downloaded Real Temp 3.70 and it shows 4.2GHz.

Will do when I get home. Off the top of my head though I changed VCore to fixed 1.3. CPU multiplier all core, 42.  I tried FLCK at 800 and 1000, basically trying to follow the tweak town guide. I even moved my DDR4 back to 2133. I will remove all traces of A-tuning and try to start over. On the OC Tweaker pages I get the Target CPU/Cache/BLK Speed as 4200 / 4300?(default)/ 100MHz. I'm guessing it should show 4200MHz on the Easy Mode page right. If I remember right it shows i5 6600K @ 3.5GHz and then under it 3500MHz. I thought that would change to 4200MHz. I appreciate the replies so far I will start all over when I get home.
Side info CPU-Z has errors x05 when it starts and if I open HW monitor after that it won't show me anything. when you say A-Tuning does not work, why do you even need that?
If you have set that program to start on bootup and set some given settings at startup, those will override what is set in UEFI.

Uninstall A-Tuning for now to avoid clashes
Then explain your UEFI settings, maybe post them here and also post a screen of CPU-Z while running something like prime95 torture test.

I'm using CPU-Z HWmonitor to check speeds.

I'm using all core and I have tried multipliers of 40-42 and the preset OC setting with no result.

I have stuck to the CPU/Vcore settings while trying to OC. I set VCore to 1.3.

Not sure what the disable turbo to OC refers to. I haven't seen that.

What boot performance mode should I be using?

I updated to 3.10

My main complaint is a lack of feedback. I change setting and I get no errors, nothing indicating anything changed really.

You're saying you have changed the core multipliers above their stock settings in the UEFI/BIOS, but that doesn't change from the stock settings in Windows, right?

What are you using to check your CPU speed/frequency in Windows?

What are you using to change the multiplier, the All Core or Per Core setting? You mentioned a CPU clock of 4000, which is one tick above the max Turbo frequency of your processor. So you've used a multiplier of 40 or more?

What other settings in the UEFI are you changing when you OC?

This sounds like the old fashioned "disable Turbo to OC" technique, which will NOT allow an Intel processor to be over clocked since the Sandy Bridge generation forward.

Did you reset or check the setting Boot Performance Mode options in the OC Tweaker screen?

What UEFI version are you using?
