Disable Smart connect support in BIOS and leave RTC alarm at "By OS" value - at OFF value system still powers on at every 2 hours. Disable in Windows power management "Allow wake timers" to completely prevent random wake ups.

I have gone through UEFI and shut off all Wake, Smart is off, Dehumidifier function is off, but system still randomly will start itself up. Built two weeks ago.  Any Ideas?
Specs:
MB: ASRock H97M Pro4
CPU: i7-4790
Cooler: Arctic 11i
Mem: Crucial Sport 1600 (8Gbx2)
Vid Card: ASUS Strix GTX 970
PSU: Corsair CX600M (Not a fan)
SSD: Crucial EX 240Gb
HDD: WD Blue 1TB
Case: Xigmatek cheap case for now.
