Once finished working with drive, ram/slc cache will empty itself overtime (moved to mlc area)

This would seem to indicate that it is being limited to PCIE 4.0 x1 speeds to NVME 1 but I do not understand why that would be or how to fix it.

Thoughts on how to get this system working at full speed?

Environment:
Primary NVME - Samsung 980pro 4.0 1TB 7000 read / 5200 write
Secondary NVME - HP EX950 3.0 2TB 3000+ read / 2500+ write

Windows 11.
