In all the time I have used ASRock products I have always found that they offer maximum quality and features at a very competitive price point. One of the ways they do this is to cut costs in areas that do not effect performance, like shortening the PCB, not including a lot of unnecessary accessories and keeping the packaging simple.

If you are concerned about the flex on your board you can pick up plastic standoffs to attach to the remaining mounting holes. So long as the board is securely mounted however there shouldn't be an issue. The most critical area to be rigid is the PCIe slots and CPU socket which will have to support the weight of a GPU and CPU cooler respectively.

I think this is a minor issue, but was there any specific reason to shorten a side? or may be there are more standards for atx?

Thank you!
