I do not believe there are any mainstream Skylake boards that provide legacy PCI slots. If you are looking for PCI slots on a socket 1151 board then you can take a look at some of ASRock's workstation boards like this one:

ASRock C236 WS

I have linked to the CPU support list for the product to show that it supports both Xeon and intel Core CPUs. Finding them for purchase however may be tricky.
