My x399D8-2T board I received will turn on when pressing front io but not do anything after that, BMC LED is blinking and Motherboard LED is on and fans will spin but no post or dr debug codes at all

I cleared CMOS, reseated CPU, tried different power supply, tried different ram, but nothing will get this board to come online to give me an error code or anything

IMPI doesn't give me any event logs at all and I am at a loss on what to do next
