X699 doesn't exist yet, so you first need to specify the corerct board, CPU and BIOS.
Intel F CPU's do not have integrated graphics
Graphics via the onboard HDMI and Thunderbolt ports, will only work with a CPU, that has built in graphics
12600 has integrated graphics, whereas 12600KF, does not have.
Try other monitor, and other HDMI cable.
Maybe it is better to use the support form

built a new computer with X699 Taichi, with I9 processor including graphics. Found a comment in manual that the internal graphics only works through thunderbolt port, tried the HDMI port no screen - is this correct and what is the HDMI port used for?
