You need a CPU installed in order to power on the system. Fatal1ty Z97 killer E2200 Clap

I have everything but the CPU when i try to turn on pc nothing works. i know its not my psu because i try to the paperclip method i heard some motherboard need cpu to boot... i know all my fans work because i connected all my fans to my psu moelex. and all my fans even the dvd ran using the paper clip method. my questions are....

1. Do i need cpu to boot this motherboard ?

2. is my 24 pin power cnc on the motherboard broken?

3. Some motherboard need cpu to BOOT LIKE THIS ONE?

4. Should i wait for me to get a cpu then try to troubleshoot it (YES)

I know everything i have works... im not sure bout motherboard because it wont boot i have all wires in the right spot.Confused

I really need to know quick .
