I would check the CPU socket for bent pins, the CPU provides the PCIe lanes to the PCIe 2 slot and if there are bent pins or the CPU isn't correctly seated then that could be causing your problem.

Hi, I am unable to get anything out of the PCIE2 X16 slot with my video card. No power at all. I can use the PCIE4 X4 rail without a problem. All new parts bought 3/17/16 for this build. Everything else works great. Is there something I am missing in the BIOS ? Can you lead me in a way to fix this problem?  Or is there a way to make the PCIE4 Slot x 16 bus speed?   Thank you for any help !!

m.2 slot: Samsung 951 SSD with Windows 10  64bit.
Samsung 850 SSD also.
