Just purchased z690 phantom gamming 4/d5

it only has
Samsung - 980 PRO 500GB PCIe Gen 4 x4 NVMe on m2_1
Crucial CT16G48C40U5 on b1
Intel AX211NGW in m2_wifi1
HDMI monitor connected with no signal
network cable

PSC starts boot, dram and vga turn on, cpu does not turn on, a few seconds later dram turns off and boot and vga stay on.

I disconnected without success samsung 980 and fifi card, I pressed the rear reset button, nothing changed.

No beeps, no video signal, dead
