I just didn't know where it was as it isn't listed in the BIOS manual. Under "Advanced | Storage Configuration" in the BIOS, scroll down to the port and hit 'Enter' which brings up a sub-menu that allow the port to set to 'Hot Plug'. Would be nice if there was a different indication of a 'sub-menu' as the 'Blue' bar indicates a choice too. I can't seem to get any SATA hot swapped ACHI HD recognized under Windows 10. I have older Intel ASRock boards that it works on for certain ports. Does the Z690 PRO RS support hot swap ACHI HD? If answer is no, when will support be added?

I assume this is firmware controlled and not a limitation of the chipset.
