Xeon CPUs are not supported on that board (or any desktop 400 series board).
Intel dropped Xeon support on desktop boards with Skylake. You will need a W480

When I place the intel processor on the ASRock Z490M PRO4 motherboard, CPU red light stays on. Also, there is no display on my monitor. I think the motherboard needs a bios update.
