In this case, the 4700T has a extreme low TDP of 35W, compared to a 12100 with a TDP of 6oW with a peak of 95, also no Turbo boost, so I think it is simply not capable to run at lower power than the 35W

Z690 Phantom Gaming 4/D5 - Idle States not working
CPU G7400T not dropping power at IDLE
CPU shows low frequency at IDLE but power stays the same.
motherboard bios version 8.01
CPU supports Idle States (C-states)
