Do you have a graphics card installed? You need one with that CPU. The display
output on the motherboard only works with APUs like the Ryzen 3 2200g/2400g etc.

The 1700X CPU, will work with all BIOS versions, but there are 3 revisions of the board
test the motherboard outside the chassis, check all the pins of the CPU, then connect the CPU cooler, 1 memory module, and keyboard, mouse, graphics card, and monitor.
