The latest Windows 11 release update, has a lot of issues.
But you could try, to uninstall the tool, restart the system, and remove the install folder, then do another restart, and first install the latest X470 chipset driver

After that is done, create a system restore point, and install the Atuning tool, if again it doesn't work, uninstall the tool,. restart the system and restore the restore point.
Maybe, after many updates, some files are messed up and a clean install will help, but after the installation of Windows, always first install the chipset driver
