You can only tackle this by disasembling the system,. check the Pins in the CPU socket, and remount the CPU + cooler, and 1 memory module.
Then conenct a PSU for test, and a monitor, and USB cabled keybard and mouse, and start the system.
the fact that the debug LED doesn't work, is either defective hardware, or maybe a bricked BIOS

hello, i have a problem with a Z87 extreme4 motherboard. It hasn't booted for a few days. the pc turns on and the fans spin correctly. the strange thing is that the debug display is off.
