Best to start first with CPU and 1 memory module, and keep in mind that the F sereis CPU's do not have integrated graphics, so you must use a graphics card instead.
My tip, put the board, with CPU+cooler, and 1 memory module, on the cardboard box.
Then connect a wired USB keyboard and mouse, (with F CPU, add a graphics card) and a monitor, and of course, the cables from the PSU, and start the system, and give it a few minutes, that should work fine, then power don, and add the other memory modules

I am interested of buying the ASRock B760M Steel Legend WiFi LGA 1700 DDR5 Micro ATX Motherboard.

I want to know if I need to flash the BIOS to install 13th gen or it supports it directly without the need of flashing?

I am asking because I will buy a 13th gen directly. I will not have a 12th CPU to install to flash the BIOS to use 13th gen.
