Try the following
disconenct the boot device, and after restart, go into BIOS, and power the system down.
Disconnect power to the PSU, and keep the start button pressed for about 20 or so seconds, then remove the BIOS batetry for about 5 minutes and place it back.
Now the board should have factory settings, and also date and time are lost.
Use Rufus, to create a bootable USB stick with Ubuntu, and run Ubuntu from the USB stick.
It could be that LAN is working.

today my ethernet port of ashrock b450 pro4 motherboard stops working, lights of ethernet port stops blinking, any suggestions,
remember-i alredy resseted my bios
i alreedy updated my drivers
the same issue i face few month erlier i sent it to ashrock official service center they repaired it.. but now my worranty is void help me
