The Broadwell-E and Xeon equivalent processors have not been added to the X99 CPU Support lists as of this date, May 2, 2016.

The E5-2699 v4 is the top of the line Broadwell-E generation Xeon, with 22 cores and 44 threads.

It isn't on the supported CPU list yet but I am almost sure it is supported with the latest BIOS update that adds Broadwell EP support. 

FCLGA = Flip Chip Land Grid Array and is simply the full acronym for LGA so LGA2011 and FCLGA2011 are the same thing.
